1 Program Overview:

This BC PNP category is for foreign corporations who have identified strategic investment opportunities in BC to establish operations that are integral to the growth and expansion of their core business.

It enables foreign corporations to permanently transfer key staff with the corporate knowledge and expertise to BC. The foreign corporation may include up to five of its current senior employees. These employees will actively manage the BC operation and will have 6 months to apply for permanent residence after nomination.


2 Edibility Requirements:

Foreign Corporation must:

  • be well-established and in good financial standing
  • demonstrate investment readiness and capacity for international expansion into BC
  • provide significant economic benefit to the province by making a high value investment in BC
  • make a minimum equity investment of at least $500,000 directed toward the corporation’s operations in BC
  • establish new or purchase and expand an eligible business in BC
  • create at least 3 new full-time equivalent jobs for Canadian citizens or permanent residents for each foreign key staff member proposed (to a maximum of five key staff)

Key Staff Members must:

  • be current senior employees of the foreign corporation who have the qualifications and experience that are essential to establish and operate the business in BC
  • is being appointed to an executiveor senior managerial position, or has specialized knowledge essential to the proposed BC operation
  • will be employed in a permanent full-time capacity at the BC operation
  • is offered a wage commensurate with his/her expertise and consistent with industry and corporate compensation structures
  • sign performance agreement (both the foreign company and the key staff members)
  • arrive within 180 days from the issuance date of their work permit support letter
  • submit a completed arrival report within 60 days of arriving in BC
  • show intent and ability to reside in BC

3 Application Process:

  • Signing retainer agreement
  • Exploratory visit to BC

  • BC PNP Application

if invited to apply (the invitation to apply or ITA is valid for 90 days), submit complete application package (including key staff forms)

  • Signing Performance Agreements

the company's signing authority and each key staff member must sign performance agreements with the Province of BC

  • Work Permit & Arrival Report

BC PNP issues a work permit support letter (valid for 90 days) to each key staff member.

Each key staff must arrive in BC within 180 days from the issuance date of their work permit support letter. Must submit a complete arrival report to BC PNP within 60 days of arriving in BC

  • Business Establishment & Nomination

After fulfilling its obligations under the executed Performance Agreement, the foreign corporation must submit a final report to the BC PNP to demonstrate how the company has met the terms and conditions of the Performance Agreement. Attend interviews if any.

  • Permanent Residency

[apply for permanent residence within 180 days from the date of the confirmation of nomination, receive Confirmation of Permanent Residence (COPR) and PR Visa)]


4 Related Expenses:

Government Fees:

BC: BC PNP Registration: $300 ; application: $3,500 for the company;  $1,000 for each key staff proposed

Federal Government:  principal applicant: $1,040 (incl. $550 processing fee and $490 right of permanent resident fee); spouse or partner: $1,040; dependent children: $150/per child.

Biometrics Fees: Per Person: $85; Family (2 or more): $170

Other third-party fees: medical exams, police certificates, language testing, notary, translation, delivery and postage, etc.
